TIMOTHY M. HAAKE, MANAGING DIRECTOR
CIVILIAN BIO
Mr. Haake's areas of expertise include defense, energy, finance, health care, tax, and trade. His high-level congressional and senior military experiences give him a unique competence and cachet in Washington and international circles.
Mr. Haake held several legal and congressional positions prior to his role with HF. He was the head of the tax group in the Washington, DC office of a boutique law and lobbying firm. Additionally, Mr. Haake served as Counsel to members of the US Senate Finance Committee and the US House of Representatives Ways and Means Committee, advising Members of Congress on all issues before the committees, including matters of tax, trade, and health care policy. He assisted in formulating legislative initiatives and guiding them through the legislative process to enactment. Early in his career, at the Internal Revenue Service, Mr. Haake served in a professional legal capacity in which he drafted private and broadly-applicable rulings, and issued advisory opinions to field offices.
Over the past several decades, he has gained a wealth of international relations experience through his civilian engagements and military duties. Mr. Haake participates in the Harvard University Executive Program for General Officers of the Russian Federation and the United States. The program, sponsored by Harvard's John F. Kennedy School of Government, was designed to increase cooperation and understanding between the Russian and US militaries. He also participates in Harvard University's Black Sea Security Program, and has attended program seminars in Cambridge, MA; Yerevan, Armenia; Moscow, Russia; Chisinau, Moldova; and Bucharest, Romania. Through his involvement in these programs, Mr. Haake has developed close relationships with a number of business, military, and political leaders throughout the Black Sea region.
He holds a Master of Laws (LLM) degree in Taxation from Georgetown University Law Center, a Juris Doctor (JD) degree from Syracuse University College of Law, and a Bachelor of Arts (BA) degree in Philosophy from Antioch College. Mr. Haake is admitted to practice law in the District of Columbia.
Born in Schenectady, NY, he works out of the firm's DC and Sarasota offices, and is married with three children.

Major General Haake retired from the US Army Reserve in 2006 after 36 years of service, all within the US Special Operations community. He formerly served as Deputy Commander, Mobilization and Reserve Affairs, US Special Operations Command, Tampa, FL. Prior to that assignment, General Haake served in a number of positions, including as Director of Legislative Affairs, US Special Operations Command, Washington, DC, and as the Legal Advisor to Joint Special Operations Command at Fort Bragg, NC. He completed the Special Forces Qualification Course in 1978 and served as an enlisted member and officer, in both an active duty and reserve capacity, during his military career.
General Haake's awards include: Distinguished Service Medal; Defense Superior Service Medal (one oak leaf cluster); Legion of Merit; Defense Meritorious Service Medal (one oak leaf cluster); Army Meritorious Service Medal; Joint Service Commendation Medal; Army Commendation Medal; Joint Service Achievement Medal; Army Reserve Components Achievement Medal (silver oak leaf cluster); National Defense Service Medal (two bronze service stars); Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; Armed Forces Reserve Medal (silver hourglass); Army Service Ribbon; and Army Reserve Components Overseas Training Ribbon. He is a Master Parachutist, Special Forces Military Free Fall Parachutist, and holds German, Italian, and British military parachutist badges.
